Many years ago my home state of Washington elected a Republican governor, Dan Evans, and a Republican friend of mine to the State legislature. These were "good Republicans" (yes, they did exist in olden times ;-)).
It was my friend's stated goal to clean up the "welfare mess" in my state. After one year in office my friend told me privately that there truly was a welfare mess -- the welfare system was grossly underfunded and legitimately needy folks were suffering. He, and Governor Evans helped to reform our welfare system to better serve the truly needy. Abuses were found and minimized but they were a tiny minority compared to those who really needed help just to survive.
I believe that this situation exists in many (mostly red) states today but their solution is to further reduce spending which makes a bad situation worse. A bestial analogy is to starve the dog with a sore paw rather than fix the paw. That solution allows them to avoid the medical care of the dog, and as a plus, they no longer have to feed the animal. Truly the Ayn Rand perfect solution.

What is worse is to make their need greater, which is what our Republican friends are doing while declaring it is immoral to help them because it encourages more of them. Ayn Rand's system was to ignore them and hope they would go away.
